Ras Al Khaimah Economic Zone (RAKEZ) – Flexible. Economic. International.

RAKEZ combines several industrial and service zones under one common administration. The location offers competitive license fees, flexible structures and a cost-effective business environment.

Thanks to the strategic location with direct access to port, airport and international markets, RAKEZ is considered an ideal starting point for export-oriented business models.

Current framework conditions (as of 2025)

Over 40 free trade zones in the UAE offer international investors 100% ownership, unrestricted capital repatriation and duty-free import and export of goods.

The Executive Council Resolution No. 11 of 2025 enables selected freezone companies to carry out certain business activities on Dubai mainland as well – subject to approval by the Department of Economy & Tourism (DET).

With the One Freezone Passport, companies can operate in multiple freezones within Dubai with one license.

Only Designated Free Zones enjoy special regulations for VAT purposes – particularly for intra-zone goods movements.

For freezone companies, the Corporate Tax Regime applies: If certain qualification criteria are met, profits from permitted business activities remain tax-free.

Tax framework conditions and compliance in the UAE

Corporate tax is generally 9 percent and is only levied on annual company profits exceeding AED 375,000 . Freezone companies can be classified as a Qualifying Free Zone Person if they meet the legal requirements. Qualifying income is then taxed at 0 percent, non-qualifying income at 9 percent. For large multinational corporate groups, an additional Domestic Minimum Top-up Tax of 15 percent may apply.

Special regulation until December 31, 2026

For smaller companies, there is the possibility of so-called "Small Business Relief". If annual turnover in the relevant tax periods is at most AED 3,000,000 , certain tax reliefs can be claimed. This option is not available to Qualifying Free Zone Persons and applies exclusively to tax periods ending before or on December 31, 2026. We check on a case-by-case basis whether the requirements are met and whether the application is economically sensible.

Currently, no withholding tax is levied on dividends, interest and license fees (rate 0 percent). Value added tax is 5 percent; registration and declaration obligations depend on activity and legal thresholds.

To comply with international standards, the Economic Substance Requirements (ESR) exist. These apply when a relevant activity is present, for example Headquarters, Distribution and Service Centre or IP. Companies whose owners are not resident in the UAE can meet the requirements through a registered branch and a locally appointed management.

Dubai Freezone Company

Ju­ris­dic­tion

The free trade zones are independent economic zones with their own administration. Each zone has its own procedures for formation, licensing and supervision.

Own­er­ship

100% foreign ownership is possible. A local sponsor is not required.

Scope of ac­tiv­i­ties

The freezone is ideal for in­ter­na­tion­al­ly ac­tive com­pa­nies that operate outside the United Arab Emirates or maintain business relationships with other freezones. Direct trade on the local market is generally not provided for, but can be enabled through supplementary models (e.g. distribution partners or additional license).

Li­cense / Busi­ness pur­pose

Each freezone offers industry-specific licenses, e.g. for trade, services, technology or production. The granting is done directly by the respective freezone authority.

Of­fice / Es­tab­lish­ment

Each freezone company requires an establishment – e.g. Flex-Of­fice, Shared Desk or an own of­fice. We offer Full-Ser­vice pack­ages that already contain a complete solution and enable immediate operational readiness.

Vi­sa / Em­ploy­ees

Entrepreneurs and employees can obtain Res­i­den­cy vi­sas. The number depends on license and office size.

Cor­po­rate tax

Profits up to AED 375,000 per year remain tax-free. Only the profit exceeding this is taxed at 9%. Companies in a freezone that meet the legal requirements can continue to apply the tax rate of 0% on qualifying income. Small businesses with an annual turnover of up to AED 3,000,000 are completely exempt from corporate tax until the end of 2026.

Profit trans­fer / With­hold­ing tax

Profits and capital can be transferred abroad without restriction. No withholding tax is levied.

Cos­ts

Formation and ongoing costs are usually cheaper and clearly calculable. After individual consultation, we determine the optimal location and, upon request, submit a tailor-made offer that includes all services.

The mainland is subject to the state authority De­part­ment of Ec­o­nom­y & Tour­ism (formerly DET) and other onshore authorities. These control all economic activities within the UAE.

In many cases, 100% foreign ownership is also possible. In individual, regulated areas, special approvals may be required.

Scope of ac­tiv­i­ties

Mainland companies may conduct business without restriction within the entire UAE. They are therefore the right choice for companies that want to be locally present and offer their products or services directly on site.

Licenses are granted centrally by the state onshore authorities. The procedures are more extensive and often subject to additional requirements.
